There seems to be no real corelation between latitude and cloudiness, what can be said however is that cloudiness seems to be at this particular date grouped in either near zero or near one hundred percent.

This metric would most likely be better tested against temperature or wind speed to actually give us some idea about what the data is trying to say. Comparing it to the latitude doesn't visualize any real findings other than the grouping at higher and lower percents.
